Why this insight now

A recent major programme example saw more than ten supply chain partners aligned on budget and baseline, yet progress slowed because no one had clear ownership of logic links, weekly priorities or constraint mitigation to hit hard 2030 readiness milestones. Similar gaps are visible in defence, where mid-tier suppliers welcome Strategic Defence Review headlines but struggle to sequence which new capabilities actually break ground first, and in nuclear and clean power, where SMR and grid-connection timelines remain uncertain on the ground.

A central theme of the report is that growth is being constrained less by a lack of opportunity and more by execution risk across fragmented supply chains. Investors, defence primes, nuclear suppliers and government sponsors are all converging on the same questions: who owns the cross-programme logic, how are priorities reviewed week by week, and where does clear accountability sit for hitting critical readiness milestones. The report argues that certainty compounds – when multi-year pipelines are ringfenced, shovel-ready projects are ruthlessly triaged, and Senior Responsible Owners own whole-life performance, private capital is more willing to move at speed and scale.
